I'm guessing that this might be someone from Pollution Control. What strange kit he has! Binoculars maybe for looking at wildlife. Also some chemical in the drum he is holding and on the ground what is the weird looking contraption? Or is it just rubbish out of the river? Can you solve this mystery?
